This role is within the "Strengthening MSME Business Membership Organizations in Ukraine" project, aiming to boost MSME resilience and competitiveness.
Job Purpose
The Project Budgeting Analyst will ensure the transparent and efficient administration and management of budgets and transactions for the "Strengthening MSME Business Membership Organizations in Ukraine" project. This role is crucial for supporting inclusive economic recovery and sustainable development by managing financial resources effectively. The analyst will contribute to the project's success by ensuring compliance with UNDP rules, facilitating financial planning, monitoring expenditures, and supporting audits. The position also involves capacity building for implementing partners on resource administration, aligning with UNDP's mandate to promote gender equality and sustainable human development.
Responsibilities
The Project Budgeting Analyst is responsible for ensuring compliance with UNDP financial rules, regulations, policies, and strategies. This includes managing project budgets, preparing forecasts, and processing disbursement requests. The role involves reviewing and approving funding authorization and expenditure certificates, facilitating audits, and monitoring exception reports for anomalies. Key duties include finalizing budgetary sections of progress reports, preparing cash flow forecasts, and analyzing budget approvals and delivery status. The analyst will also ensure timely transfer of donor contributions, proper processing of advance and direct payments, and maintain accurate financial records in the Quantum system. Additionally, the role entails developing proposals for internal expenditure control systems, processing payment orders and claims, and resolving data discrepancies. Capacity building for implementing partners on resource administration is also a core responsibility.
Work Experience
Applicants with a Master's degree are not required to have professional work experience. Those with a Bachelor's degree must have a minimum of two years of relevant professional experience in resources and budget management at the national or international level. Prior experience in project implementation or budgeting is desirable.
