Job Purpose
The Legal Specialist will provide essential legal and technical support to the investigative chambers of the Special Criminal Court (SCC) in the Central African Republic. This role is vital for enhancing the capacity of national magistrates and staff through mentorship, training, and technical assistance. The Specialist will contribute to the effective functioning of the SCC by offering expert advice on complex legal matters, conducting thorough legal research and analysis, and assisting in the drafting of judicial documents. The ultimate goal is to foster national ownership and ensure the long-term sustainability of the SCC's achievements in the fight against impunity and the promotion of justice.
Responsibilities
The Legal Specialist will conduct in-depth legal research and analysis in relevant areas of law, including Central African law, international criminal law, international humanitarian law, and international human rights law. They will provide legal advice to investigative chambers on the interpretation and application of national and international texts, assisting magistrates in analyzing cases, complaints, and jurisdictional issues. The role involves supporting the execution of investigative acts and addressing complex legal questions. Furthermore, the Specialist will prepare draft decisions, orders, and legal memorandums under judicial supervision. A key responsibility is to design and implement capacity-building activities, including mentorship, coaching, and training for national magistrates and staff, ensuring the transfer of knowledge and skills in international criminal law and judicial techniques. The Specialist will also contribute to institutional cooperation and the national appropriation of the SCC's functions and methods.
Work Experience
A minimum of five years of progressively responsible professional experience in legal practice, with a significant portion focused on international criminal law, international humanitarian law, or international human rights law. Experience working within international tribunals, hybrid courts, or in transitional justice mechanisms is highly desirable. Experience in capacity building and mentorship in a legal context is also preferred.
