Organizational Context

The United Nations Development Programme (UNDP) supports the Special Criminal Court (SCC) in the Central African Republic, a hybrid judicial body established to combat impunity for war crimes, crimes against humanity, and genocide. The SCC, with renewed mandate, aims to strengthen the rule of law and judicial institutions through capacity building, training, and skill transfer to national actors.

Job Purpose

This role provides technical and strategic support to the Special Prosecutor's Office of the SCC. The incumbent will assist in the analysis of information, investigation planning, evidence evaluation, and the development of investigation strategies for international crimes. A key function is to transfer skills, mentor, and build the capacity of national investigators and judicial police officers. This aims to ensure national ownership of investigation methods for international crimes and sustain the SCC's achievements for the Central African judicial system.

Responsibilities

The role focuses on strengthening the capacities of national investigators and judicial police within the SCC through technical assistance, mentorship, and skill transfer. Responsibilities include providing expert advice to the Special Prosecutor and judicial chambers on conducting investigations, developing and implementing investigation strategies aligned with national and international standards, and analyzing evidence to support decision-making. The position also involves developing methodological tools, standard operating procedures, and guides to enhance investigative capabilities. Furthermore, it requires supporting the Special Judicial Police Unit in all investigation phases, including evidence collection, victim support, and case preparation for prosecution, while fostering institutional cooperation and national ownership of investigation practices.

Work Experience

The role requires experience in providing technical and strategic support to investigations, particularly in the context of international crimes. Experience in capacity building, mentorship, and skill transfer to national judicial actors is essential. Familiarity with legal frameworks, investigation procedures, and evidence analysis is also expected.
