Project Analyst (NPSA-8, 80% part-time)
Organizational Context
The United Nations Development Programme (UNDP) in Serbia is implementing a "Water Supply and Wastewater Treatment" program to improve water quality and living conditions in medium-sized municipalities. This project, in cooperation with the Ministry of Construction, Transport and Infrastructure, aims to strengthen the Programme Implementation Unit's capacity to manage and monitor infrastructure investments, aligning with EU standards and supporting Serbia's EU accession.
Job Purpose
The Project Analyst will support the coordination, implementation, monitoring, and reporting of infrastructure components for the "Water Supply and Wastewater Treatment" program in Serbia. This role is crucial for ensuring project activities yield desired results within specified quality, time, and cost constraints. The analyst will provide high-quality project management inputs, monitor progress with a focus on vulnerable groups and gender issues, and coordinate with partners and beneficiaries to achieve project targets. Additionally, the role involves liaising with contractors and government institutions, preparing progress reports, and contributing to knowledge sharing, all under the supervision of the Project Specialist.
Responsibilities
The Project Analyst is responsible for supporting the coordination of project activities, including preparation, implementation, monitoring, and reporting on infrastructure components. This involves ensuring project activities generate quality results and outputs, providing high-quality management inputs to the Project Specialist and partners. The role requires regular monitoring of project planning and implementation, with attention to marginalized groups and gender issues. The analyst will manage and coordinate with partners and beneficiaries to ensure successful accomplishment of activities, trainings, and events. Responsibilities also include supporting expert teams, ensuring value for money, and maintaining compliance with project management rules. Furthermore, the role entails liaising with contractors, municipalities, and government institutions, preparing progress reports, analyzing data for work plans, and contributing to the monitoring and evaluation framework. Knowledge building and sharing are also key aspects of this position.
Work Experience
Applicants with a Master's degree are not required to have professional work experience. Those with a Bachelor's degree must have a minimum of two years of relevant professional experience in project coordination and/or implementation, preferably in local development. Experience with computers, office software (MS Word, Excel), spreadsheet/database packages, and web-based management systems is desired.
