Organizational Context

The United Nations Development Programme (UNDP) in Chad is supporting the government's decentralization strategy, a key priority for national development and reducing inequalities. This involves implementing the "Strengthening Governance for Local Development" project, which aims to operationalize reforms and transform them into tangible realities. The Monitoring and Evaluation Associate will contribute to this project within the Effective Governance department.

Job Purpose

The Monitoring and Evaluation Associate is responsible for designing, implementing, and coordinating the overall monitoring and evaluation (M&E) system for the "Strengthening Governance for Local Development" (RGDL) project. This role is crucial for measuring the achievement of project objectives, ensuring the quality of interventions, and documenting successes and lessons learned. The associate will develop and manage M&E tools, contribute to the M&E of local development plans, and produce analytical reports with recommendations for project improvement. Additionally, the position involves strengthening the M&E capacities of teams and local authorities, and facilitating the identification and dissemination of best practices and innovative ideas to support the effective implementation of decentralization reforms in Chad.

Responsibilities

Develop and manage M&E tools to measure project results, impacts, and performance. Contribute to establishing M&E tools for local development plans of autonomous collectivités. Ensure project monitoring and evaluation, verifying compliance with the Annual Work Plan (AWP). Produce analytical reports and recommend corrective actions to enhance project effectiveness. Provide technical guidance on M&E and Results-Based Management (RBM) requirements to RGDL project managers. Strengthen the M&E capacities of teams and local authorities. Support the identification, synthesis, documentation, and dissemination of key lessons learned and best practices from project M&E activities to promote scaling up or replication of innovative ideas. Perform other related duties as required for the effective functioning of the office and the organization.

Work Experience

A minimum of 7 years of professional experience (with a secondary diploma) or 4 years of experience (with a Bachelor's degree) in a Monitoring and Evaluation role is required. Experience in executing local development programs/projects, preferably with UN agencies, is desirable.
