Job Purpose
The Project Associate (Finance and Accounts) plays a crucial role in ensuring the financial integrity and efficient execution of the Activating Village Courts in Bangladesh (AVCB) project. This position is responsible for meticulous monitoring and evaluation of financial information, ensuring expenditures are valid and compliant with all relevant government and UNDP regulations. The role is key to maintaining transparent utilization of project resources and upholding financial procedures. By managing project budgets, preparing financial reports, forecasts, and variance analyses, the associate contributes directly to the project's successful implementation and achievement of its objectives, which include increasing access to justice and social harmony in rural Bangladesh.
Responsibilities
The Project Associate (Finance and Accounts) is responsible for comprehensive project finance management, ensuring compliance with UNDP and donor rules. This includes establishing and maintaining financial procedures for receipts, payments, and bookkeeping. The role involves managing the project budget within the ERP system, performing actual vs. budget variance analysis, and preparing financial forecasts. Oversight of financial resources, expenditure tracking, and implementation of internal controls are critical. The associate will review financial reports from sub-recipients, reconcile financial data, and manage petty cash. Additionally, the position facilitates financial audits, prepares periodic financial reports for stakeholders, and supports the preparation of government financial reports. Knowledge sharing and capacity building on financial matters for field staff are also key duties.
Work Experience
A minimum of 7 years of relevant experience in finance and accounting is required with a Secondary Education, or 4 years with a bachelor's degree. At least 2 years of professional experience in planning and implementing development projects, including budget preparation, financial reporting, and project closure, is necessary. Experience in an international organization or large-scale donor-funded project is desired.
Skills
Proficiency in financial analysis, budget management, and accounting principles. Experience with ERP systems (e.g., Quantum) and standard office software (MS Word, Excel). Ability to prepare financial reports, forecasts, and variance analyses. Strong understanding of UNDP and donor financial regulations. Experience in facilitating audits and managing internal controls. Fluency in English and Bangla is required.
