Organizational Context
The UNDP Peace and Stabilization Programme Team, in collaboration with The World Bank, is implementing the UPLIFT DC project to support the transition of former combatants in BARMM. This project aims to strengthen information and case management systems and enhance livelihoods for decommissioned combatants and their families. The IT Analyst role is crucial for operationalizing the Information, Advisory, and Referral Services (IARS) system.
Job Purpose
The IT Analyst will support the Project Manager and the Peace and Stabilization Programme Team in operationalizing the Information, Advisory, and Referral Services (IARS) system for Project UPLIFT. This involves localizing, configuring, deploying, and administering the Decommissioning, Reintegration and Assistance Management (DREAM) platform. The role serves as a central mechanism for case management, service coordination, and monitoring of support for decommissioned combatants, ensuring effective implementation of project activities and contributing to the overall goal of strengthening peace and stabilization efforts in the BARMM region.
Responsibilities
The IT Analyst is responsible for operationalizing the Information, Advisory, and Referral Services (IARS) system by localizing, configuring, deploying, and administering the DREAM-Management Information System (DREAM-MIS). This includes ensuring the system supports case management workflows, data migration, and reporting requirements, while maintaining data privacy and safeguards. The role involves system administration, security, and quality assurance, including user support, access management, and maintaining technical documentation. Additionally, the IT Analyst will ensure efficient network administration, monitor computing resources, manage backup and restoration procedures, and provide technical advice on network administration. The position also facilitates knowledge building and sharing within the team and supports the gradual transfer of technical capacity to national agencies for long-term system sustainability.
Work Experience
A Master's degree holder requires no specific professional work experience. A Bachelor's degree holder needs a minimum of two years of relevant professional experience in IT management and web-based information management. Desired experience includes ICT strategy development, service management, platform administration, network administration, system configuration, user support, and working with government or social sector MIS.
