Organizational Context

The United Nations Development Programme (UNDP) supports the Special Criminal Court (CPS) in the Central African Republic, a hybrid judicial body established to combat impunity for war crimes, crimes against humanity, and genocide. The CPS, comprising national and international magistrates, aims to strengthen the rule of law and victims' rights. This role is situated within the Crisis Resilience department, contributing to the national appropriation and sustainability of the CPS's achievements through capacity building.

Job Purpose

The purpose of this role is to provide high-level legal and technical support to the Special Prosecutor's Office (SPO) of the Special Criminal Court (CPS) in the Central African Republic. The incumbent will focus on strengthening the capacities of national magistrates and staff through training, mentorship, and technical assistance. This will involve in-depth legal analysis, case management, development of prosecution strategies, and knowledge transfer to ensure the national ownership and long-term sustainability of the CPS's efforts in combating impunity and upholding international justice standards. The role directly contributes to the rule of law and the fight against impunity in a post-conflict setting.

Responsibilities

The Legal Specialist will provide expert legal analysis and advice to the Special Prosecutor and national magistrates on international criminal law, humanitarian law, human rights law, and national penal law. Key duties include conducting in-depth legal research, analyzing case files, and contributing to the development and implementation of prosecution strategies. The role involves developing and disseminating legal tools, guides, and knowledge products to enhance the capacity of national staff. A significant focus will be on designing and delivering specialized training programs, mentorship, and coaching to facilitate the transfer of skills and knowledge. The specialist will also support the harmonization of SPO practices with international standards, foster cooperation between the CPS and national judicial bodies, and contribute to the sustainability and national appropriation of the court's work.

Work Experience

A minimum of five years of progressively responsible professional experience in legal practice, with a focus on international criminal law, international humanitarian law, or human rights law. Experience in capacity building, training, or mentorship within a judicial or quasi-judicial setting is essential. Prior experience in post-conflict environments or with international tribunals is highly desirable.
