Organizational Context
The Bureau for Management Services’ Office of Financial Resources Management (BMS/OFRM) supports the United Nations Development Programme (UNDP) in implementing the 2030 agenda and its Strategic Plan. BMS/OFRM ensures financial integrity through functional leadership, efficient resource management, and sound financial policies. It acts as a business partner to Bureaux and Country Offices, providing financial management, advisory, and analytical services to enhance performance and support oversight functions.
Job Purpose
The Finance Associate role within the Financial Performance Management & Reporting (FPMR) team is crucial for maintaining the integrity and reliability of UNDP's financial data. This position plays a substantive technical role in applying International Public Sector Accounting Standards (IPSAS) and supporting the Harmonized Approach to Cash Transfers (HACT) framework. The associate will contribute to the preparation and oversight of UNDP's financial statements and statutory reports, conduct monitoring and analytical activities, and provide technical guidance on accounting and reporting. This role is essential for ensuring accurate financial information, supporting corporate oversight responsibilities, and contributing to informed decision-making through robust financial management and reporting processes.
Responsibilities
The Finance Associate will provide substantive support in preparing statutory and corporate financial reports, including financial statements, donor reports, and executive board reports. This involves leading data collection, applying IPSAS standards, and preparing financial highlights and interim reports. The role ensures data integrity within financial systems by monitoring dashboards, performing GL reconciliations, and maintaining core accounting information. Compliance with financial procedures is monitored through reviewing submissions, liaising with various units, and performing oversight support for financial processes. The associate will also provide accounting and transaction support, managing accounting, billing, and reconciliation activities, and preparing financial data for reporting and audit purposes. Additionally, the role involves leading audit activities, preparing documentation, and supporting the follow-up on audit observations.
Work Experience
A minimum of 7 years of experience in a financial management position with large international organizations is required with secondary education, or 4 years with a Bachelor's degree. Experience with ERP systems and Excel, preferably Oracle Cloud ERP, is mandatory. Experience in preparing financial statements, audit experience, and a strong understanding of IPSAS are desirable.
