Organizational Context

The United Nations Development Programme (UNDP) supports the Special Criminal Court (CPS) in the Central African Republic, a hybrid judicial institution established to combat impunity for war crimes, crimes against humanity, and genocide. The CPS, with renewed mandate, aims to strengthen the rule of law and judicial confidence. This role supports the Special Chamber of Accusation within the CPS, contributing to national ownership and sustainability of justice mechanisms.

Job Purpose

The Legal Specialist for the Special Chamber of Accusation will provide crucial legal and technical support to the President and judges of the Chamber. The primary purpose is to enhance the capacity of national magistrates and staff through training, mentorship, and skill transfer, ensuring effective handling of appeals and complex legal matters. This role directly contributes to the fight against impunity by strengthening the judicial system, promoting national appropriation of the CPS's functions, and ensuring the long-term sustainability of its achievements for the Central African judicial system.

Responsibilities

The Legal Specialist will provide expert legal support to the Special Chamber of Accusation, focusing on strengthening national capacities through mentorship and technical assistance. Key duties include conducting in-depth legal research and analysis in relevant areas of law, preparing legal notes and analytical documents for judges, and developing knowledge management tools. The role involves advising on the interpretation and application of national and international laws, assisting in the review of appeals and complex legal issues, and contributing to the preparation and organization of hearings. Furthermore, the Specialist will design and implement training programs, facilitate the transfer of knowledge in international criminal law and human rights law, and support the drafting of judicial decisions. This position also plays a role in institutional capacity building and ensuring the sustainability of the CPS's achievements.

Work Experience

A minimum of 5 years of professional experience (with a Master's) or 7 years (with a Bachelor's) as a magistrate, lawyer, legal counsel, or law professor is required. Experience in international criminal law, humanitarian law, and human rights law is essential. Experience in prosecuting, investigating, or reviewing international or complex crime cases, preferably in conflict or developing country contexts, is highly desirable. Experience in training and capacity building is also beneficial.
