Organizational Context
The United Nations Development Programme (UNDP) in Chad supports the government's decentralization strategy, a key priority for territorial governance reform. This involves transferring competencies and resources to local authorities to foster citizen-centric development. The UNDP project "Strengthening Governance for Local Development" (RDGL) aims to operationalize these reforms through institutional engineering, social accountability, and improved local financial resource mobilization.
Job Purpose
The Monitoring and Evaluation (M&E) Analyst will design, implement, and coordinate the overall M&E system for the RDGL project. This role is crucial for measuring objective achievement, ensuring intervention quality, and documenting successes and lessons learned. The analyst will develop and manage M&E tools, contribute to M&E frameworks for local development plans, conduct project monitoring and evaluation, produce analytical reports with corrective recommendations, and provide technical guidance on M&E and Results-Based Management (RBM). Additionally, the role involves strengthening capacities of teams and local authorities in using M&E tools and disseminating best practices and lessons learned for scaling up innovative approaches.
Responsibilities
Develop and manage M&E tools to measure project results, impacts, and performance. Contribute to the establishment of M&E tools for local development plans (PDC, PIDP) of autonomous collectivités. Ensure project monitoring and evaluation, verifying compliance with the Annual Work Plan (AWP). Produce analytical reports and recommend corrective actions to enhance project effectiveness. Provide technical advice on M&E and RBM requirements and activities to RDGL project managers. Strengthen the capacities of teams and local authorities in utilizing M&E tools. Support the identification, synthesis, documentation, and dissemination of key lessons learned and best practices from project M&E activities to identify innovative ideas for scaling up or replication.
Work Experience
Experience in data management software and mobile data collection methods is desirable. Proven experience in executing local development programs/projects, preferably with UN agencies, is a strong asset. A good understanding of the functioning of autonomous collectivités in Chad and knowledge of territorial governance reform in Chad are also preferred.
Skills
Systemic thinking, portfolio management, monitoring, evaluation, knowledge generation, relationship management, and development effectiveness. Core competencies include achieving results, innovative thinking, continuous learning, agile adaptation, determined action, engaging and partnering, and fostering diversity and inclusion. Proficiency in French is essential, with English and local languages being assets. Strong writing skills, creativity, and interpersonal skills are also important.
