Job Purpose
The Project Analyst (Engineer) supports infrastructure activities within the "Water Supply and Wastewater Treatment in Medium-Sized Municipalities in Serbia VI" program. This role is crucial for ensuring that infrastructure projects meet specified results, quality standards, and time/cost constraints. The incumbent provides technical expertise in design, supervision, and quality assurance, contributing to the program's overarching objective of improving wastewater management and supporting Serbia's alignment with EU directives. The position involves close collaboration with the Project Specialist (Engineer) and other stakeholders to facilitate project implementation, stakeholder communication, and effective contract management, ultimately enhancing the operational capacities of Public Utility Companies and the overall success of the program.
Responsibilities
The Project Analyst (Engineer) provides technical support for project implementation, including reviewing and approving design documentation, facilitating needs assessments, and supporting tender processes for procurement. Responsibilities extend to managing works related to energy efficiency and environmental management, resolving design or quality issues, and ensuring compliance with project management rules. The role involves contract management, overseeing obligations, monitoring execution, and ensuring stakeholder coordination. Additionally, the incumbent assists in supervising design and construction works, monitoring quality, costs, schedule, safety, and environmental aspects. Key duties include reporting on site monitoring, identifying potential issues, analyzing data for work plans and progress reports, and contributing to the monitoring and evaluation framework. Administrative support, including drafting correspondence, and contributing to knowledge sharing are also expected.
Work Experience
A minimum of two years of experience in infrastructure project implementation (design, supervision) is required for candidates with a Master's degree. Candidates with a Bachelor's degree need a minimum of four years of relevant experience. Experience with computer software packages (MS Office, databases) and web-based management systems is also required.
Skills
Proficiency in computer software (MS Word, Excel, databases), handling web-based management systems, technical expertise in infrastructure project design and supervision, contract management, monitoring and evaluation, stakeholder communication, problem-solving, and reporting are essential. Core competencies include achieving results, innovative thinking, continuous learning, adaptability, determination, and effective engagement and partnership.
