Organizational Context

The United Nations Development Programme (UNDP) in Palestine (PAPP) works to improve economic and social conditions through projects aligned with national development plans and the UN Sustainable Development Cooperation Framework. This role is within the Nature, Climate, and Energy department, focusing on sustainable natural resources management, specifically strengthening bulk water supply in the West Bank.

Job Purpose

The Project Manager will lead and oversee a project aimed at enhancing bulk water supply in the West Bank. This involves managing the rehabilitation and development of water infrastructure, upgrading transmission lines, and drilling new wells to increase water abstraction and alleviate shortages. The role also contributes to transforming the Water and Electricity Department into a modern National Water Company by improving its ICT framework and supporting service providers. The Project Manager is responsible for ensuring timely and quality project implementation, effective stakeholder coordination, robust reporting, and knowledge management, all while adhering to UNDP rules and regulations and promoting gender equality.

Responsibilities

The Project Manager is responsible for comprehensive project management, including daily implementation, staff supervision, and ensuring timely, quality delivery of activities. This involves developing detailed work plans, monitoring progress, managing risks, and ensuring compliance with financial, procurement, and administrative processes. The role requires fostering strong partnerships with implementing partners, line ministries, and donors, finalizing agreements, and ensuring quality assurance of expert inputs. Additionally, the Project Manager will prepare regular progress and corporate reports, develop project dashboards, and facilitate the compilation and sharing of lessons learned and best practices throughout the project lifecycle.

Work Experience

A Master's degree holder is not required to have professional work experience. A Bachelor's degree holder must have a minimum of two years of relevant professional experience in managing development projects, including financial, budget, risk, staff, and quality management.

Skills

Project Management, Results-Based Management, Partnership Management, Negotiation and Influence, Effective Decision Making, Knowledge Facilitation, Water Governance, Arabic and English language proficiency. Experience with multilateral donors, public institutions, local government, complex project risk management, monitoring and evaluation tools, and Power BI reporting is desired.
