Organizational Context
The United Nations Development Programme (UNDP) in Serbia is implementing a program focused on improving water supply and wastewater treatment in medium-sized municipalities. This project aims to enhance living conditions and contribute to EU environmental standards by investing in wastewater infrastructure and strengthening the capacity of Public Utility Companies. The Project Specialist will support the Ministry of Construction, Transport and Infrastructure's Programme Implementation Unit.
Job Purpose
The Project Specialist (Engineer) will manage and oversee infrastructure activities, including design, supervision, and quality assurance, for the "Water Supply and Wastewater Treatment in Medium-Sized Municipalities in Serbia VI" program. This role is crucial for ensuring projects meet specified results, quality standards, and time/cost constraints. The specialist will provide high-level technical expertise, manage project implementation, coordinate with stakeholders, and contribute to the overall objective of environmentally sound wastewater management and alignment with EU directives. The position supports the strengthening of the Programme Implementation Unit within the Ministry of Construction, Transport and Infrastructure.
Responsibilities
The Project Specialist is responsible for managing and overseeing infrastructure activities, ensuring effective project management through monitoring, evaluation, and reporting. This includes providing expert support and quality assurance for large-scale projects, managing project work plans, and monitoring progress and risks. The role involves coordinating implementation based on project documents, supervising staff and consultants, and managing contract execution. The specialist will also provide expert support on infrastructure projects, including reviewing technical designs, supervising construction works, and facilitating communication with contractors and partners. Responsibilities extend to preparing tender documentation, resolving design or quality issues, and liaising with national partners and local institutions. The role requires ensuring compliance with project management rules and policies, analyzing risks, and preparing monitoring plans.
Work Experience
A minimum of 5 years of relevant work experience (with a Master's degree) or 7 years (with a Bachelor's degree) is required in infrastructure project management, technical design development, and civil or mechanical engineering. Experience with computer software, web-based management systems, and ideally with donor-funded projects, FIDIC, PRAG, and contract management is desirable.
