Organizational Context

The United Nations Development Programme (UNDP) Philippines, in collaboration with the Government of the Philippines and funded by the European Union, is implementing the EU-PH Green Economy Partnership (2023-2028). This initiative aims to foster a circular economy, reduce plastic waste, improve energy efficiency, and promote renewable energy. The role is part of Specific Objective 2 (SO2), which focuses on enhancing circular economy practices at the local government unit (LGU) level, co-led by UNDP and the Department of the Interior and Local Government.

Job Purpose

The Project Management Specialist/Deputy Project Manager will support the high-quality professional implementation and technical delivery of the EU-PH Green Economy Partnership's Specific Objective 2 (SO2). This role involves assisting the Project Manager in the day-to-day management of the project, ensuring effective implementation, quality checks, and progress documentation towards achieving agreed outputs and outcomes. The specialist will contribute to strategic guidance, identify innovative engagement areas, and help manage risks and challenges. A key aspect is supporting the advancement of circular economy practices at the local level, aligning with national directions and international developments, and ensuring the project meets its targets within specified time and budget allocations.

Responsibilities

Provide technical advice and strategic support for the implementation of the EU-PH Green Economy Partnership (SO2), focusing on circular economy at the local level. Assist in day-to-day project management, including effective implementation, quality assurance, and progress tracking. Identify innovative engagement opportunities and contribute to risk management strategies. Support the preparation and revision of project documents and reports for review meetings. Conduct field visits to oversee project implementation and validate circular economy systems. Ensure timely execution of project activities, including progress reporting, work plan development, budget monitoring, and troubleshooting. Supervise project staff, consultants, and partners, providing technical guidance on circular economy initiatives, technologies, and investments. Monitor LGU-level project delivery, track performance indicators, and drive implementation acceleration by addressing barriers. Oversee technical and procurement activities, and contribute to project communications and visibility efforts. Strengthen partnerships with government agencies, private sector, and civil society, ensuring effective engagement with LGUs and local stakeholders. Coordinate with other implementing partners and contribute to donor coordination. Represent the project in meetings and events, and support knowledge generation, documentation, and quality assurance of project outputs.

Work Experience

A minimum of 7 years of professional experience (with a Master's degree) or 9 years (with a Bachelor's degree) is required. This includes experience in managing diverse teams, supporting local governments, overseeing large-scale project implementation and performance monitoring, and providing technical leadership in circular economy concepts. Experience with computer software, office packages, and web-based management systems is also required.
