Organizational Context
The United Nations Development Programme (UNDP) is a global knowledge leader for sustainable development, integrating collective action for the Sustainable Development Goals (SDGs). Within the Bureau for Policy and Programme Support (BPPS), the Small Grants Programme (SGP) is implemented by UNDP on behalf of the GEF Partnership. The SGP channels direct grants to NGOs and community organizations to address global environmental issues while supporting sustainable livelihoods.
Job Purpose
This role supports the daily implementation of the UNDP's Small Grants Programme (SGP) in Bolivia, ensuring alignment with expected results, outputs, and work plans. The position assists the Project Analyst in pre-screening project concepts, evaluating financial proposals, and developing/revising grant application tools. It involves providing guidance to potential beneficiaries on project preparation, offering daily support to ongoing projects, and assisting with monitoring and evaluation activities, including field visits. The role also supports the organization of National Steering Committee meetings and maintains professional relationships with stakeholders. Furthermore, it ensures accurate financial management according to UNDP standards, processes payments, and maintains financial integrity. Administrative functions include procurement, office management, and maintaining comprehensive filing systems for projects, finances, and personnel.
Responsibilities
Key responsibilities include supporting the daily implementation of the SGP, ensuring project conformity with objectives and work plans. This involves assisting in project proposal evaluation, developing application tools, and advising beneficiaries. The role provides ongoing support to projects and beneficiaries, aids in monitoring and evaluation, and supports the organization of meetings and events. Maintaining professional relationships with NGOs, government institutions, and donors is crucial. Financial management entails ensuring compliance with UNDP policies, processing payments, maintaining financial integrity, and tracking budgets. Administrative duties cover procurement, office management, establishing and maintaining filing systems for projects, finances, and personnel records, and supporting audits. The position also contributes to knowledge management, communication efforts, and disseminating information about the SGP.
Work Experience
A minimum of six years of experience in project or program administration at the national or international level is required with a secondary education. This requirement is reduced to three years with a Bachelor's degree. Experience in territorial project management with community actors, indigenous peoples, and NGOs is essential. Experience in financial training for local actors and with monitoring and evaluation tools is desirable.
