Technical Analyst [open To Internal And External Applicants]

Organizational Context

The United Nations Development Programme (UNDP) in Armenia is launching two initiatives focused on climate-smart resource management, circular economy, and green/digital urban transformation. The Innovation & Effectiveness department seeks a Technical Analyst to support the day-to-day coordination, quality assurance, stakeholder engagement, adaptive learning, and reporting for these projects, providing substantive technical inputs and implementation follow-up.

Job Purpose

The Technical Analyst will provide essential support to the UNDP's Innovation and SDG Finance portfolio in Armenia, specifically for the 'Organics Mobilized' and 'Green and Digital Cities' initiatives. This role is crucial for the day-to-day technical coordination, quality assurance, stakeholder engagement, adaptive learning, and reporting of assigned project components. The incumbent will ensure alignment with project documents, work plans, and budgets, offering substantive technical inputs and monitoring implementation progress. The purpose is to facilitate the effective execution of projects aimed at advancing circular bioeconomy solutions and systemic urban transformation, contributing to Armenia's development priorities and fostering innovation and sustainable practices.

Responsibilities

The Technical Analyst will be responsible for supporting day-to-day technical coordination and quality assurance of project components, ensuring alignment with project documents and work plans. This includes providing technical support on urban innovation, green/digital transformation, and inclusive economic models, and assuring the quality of various technical outputs. The role involves contributing to planning and delivery coordination, including work plans, budget monitoring, and task arrangements, while supporting the execution of project activities like workshops and pilots. Stakeholder engagement is key, requiring support for effective relations with government, municipalities, civil society, and private sector actors, and facilitating consultations and meetings. The analyst will also contribute to reporting, knowledge management, budgetary and operational support, policy dialogue, and coordination of teams and consultants, promoting innovation and adaptive learning throughout project implementation.

Work Experience

Applicants with a Master's degree require no specific professional work experience. Those with a Bachelor's degree need a minimum of two years of relevant professional experience in areas such as project management, private sector innovation, institutional transformation, capacity development, or policy analysis. Experience with development projects, stakeholder coordination, reporting, and specific sectors like circular economy or urban innovation is desirable.
