Finance & Administration Associate
Organizational Context
The UNDP Cabo Verde office is recruiting a Finance & Administration Associate to support the EU-funded Pro PALOP-TL SAI Phase III programme. This programme aims to enhance public finance management, budget oversight, and economic governance across six PALOP-TL countries, promoting transparency, accountability, and gender-responsive fiscal practices through digital and environmental initiatives.
Job Purpose
The Finance & Administration Associate will provide essential daily support to the Pro PALOP-TL SAI (Phase III) Management Unit and the UNDP Country Office in Cabo Verde. This role is crucial for ensuring the smooth financial and administrative operations of the project, aligning with UNDP's Programme and Operations Policies and Procedures (POPP) and EU contractual requirements. The associate will contribute to effective project management by producing accurate financial reports, managing accounts, processing transactions, and supporting knowledge-building activities, ultimately facilitating the programme's objectives of promoting transparent and accountable public finance management in the region.
Responsibilities
The Finance & Administration Associate is responsible for providing comprehensive financial and administrative support to the Pro PALOP-TL SAI (Phase III) Management Unit and the UNDP Country Office. Key duties include producing project financial reports according to UNDP and EU standards, reconciling accounts, and managing requisitions and goods receipts in Quantum. The role involves maintaining internal expenditure control systems, ensuring timely processing of vouchers and invoices, and addressing any budget check errors or discrepancies. Additionally, the associate will support knowledge-building initiatives by assisting with training organization and contributing to knowledge networks. A critical function is ensuring corporate alignment between the project and UNDP POPP, which includes collecting and analyzing background information for programme documents and work plans.
Work Experience
A minimum of 6 years of experience in project finance and administration is required with secondary education. Candidates with a bachelor's degree need a minimum of 3 years of relevant experience. Proficiency in computer use, office software (MS Word, Excel), advanced spreadsheet skills, and experience with ERP financial systems and databases are also necessary.
