The UNDP Armenia's Innovation and SDG Finance Portfolio supports sustainable development through evidence-based policymaking, innovation, financing, and partnerships. It promotes scalable responses to complex challenges using systems thinking and data-informed decision-making. The portfolio focuses on urban and territorial transformation, engaging cities and communities in Armenia through co-creation, experimentation, and adaptive management.
Job Purpose
The Project Analyst (Coordinator) will manage and lead urban systems innovation and portfolio-based transformation initiatives in Armenia. This role focuses on holistic systems approaches, human-centered design, social innovation, R&D, stakeholder engagement, strategic learning, and innovative finance. The incumbent will strengthen the innovation ecosystem and public sector innovation community, ensuring high-quality project delivery, reporting, and operational management. Key responsibilities include managing specific projects like 'Organics Mobilized' and 'City Experiment Fund,' and providing advisory support for 'Green and Digital Cities Initiative' projects within the Innovation and SDG Finance Portfolio.
Responsibilities
The Project Analyst (Coordinator) will provide strategic coordination and technical leadership for urban and community transformation projects, emphasizing systems approaches, portfolio design, and human-centered development. This includes guiding the application of systems thinking, portfolio management, and strategic foresight in municipalities and communities. The role involves leading social and community listening processes, coordinating portfolio co-design with partners, and facilitating sensemaking and learning sessions. The incumbent will serve as a focal point for coordinating with diverse national and international partners, building and maintaining necessary partnerships for project sustainability. Responsibilities also include overseeing project activities, ensuring technical and operational coherence, developing workplans, monitoring progress, preparing reports, managing budgets, overseeing procurement, and ensuring quality assurance and compliance. Additionally, the role supports capacity building for local stakeholders in innovation and portfolio practices, contributes to regional knowledge exchange, and assists in resource mobilization and program development.
Work Experience
A minimum of 2 years of relevant work experience with a Master's degree, or 4 years with a Bachelor's degree, is required. This experience should be at the national or international level in project management, including design, monitoring, and evaluation of development projects. Experience in using computers and office software packages, particularly MS Word and Excel, is necessary.
