Project Associate (Admin and Finance)
Organizational Context
The United Nations Development Programme (UNDP) in Algeria supports the government's efforts in democratic governance, justice, and the rule of law, aligning with the Sustainable Development Cooperation Framework and SDGs. The UNDP implements projects in partnership with key ministries and institutions to enhance access to justice, promote human rights, and integrate gender equality into public policies. This role supports the Justice and Rule of Law program.
Job Purpose
The Project Associate provides essential administrative, financial, and operational support for the UNDP's Justice and Rule of Law projects in Algeria. Under the direct supervision of the Programme Analyst, this role ensures the effective implementation of project activities, adherence to UNDP's administrative and financial procedures, and compliance with procurement regulations. The position contributes to the smooth and compliant execution of project objectives, including managing daily project operations, monitoring activities, controlling budgets, and coordinating with partners to achieve expected results. This role is crucial for the efficient functioning and successful delivery of the program's initiatives.
Responsibilities
The Project Associate is responsible for providing comprehensive support across several key areas. This includes daily project implementation monitoring, contributing to progress reports, and managing project documentation and correspondence. Financially, the role involves supporting budget and work plan development, tracking expenditures, verifying compliance with UNDP rules, processing payments, and maintaining accurate financial records. In procurement and logistics, the associate will assist in acquiring goods and services, preparing procurement documents, liaising with vendors, and coordinating logistical aspects of activities. The role also entails supporting project coordination with partners and stakeholders, assisting in project closure activities, and contributing to gender mainstreaming efforts within projects. Additionally, the associate supports project assurance functions, risk monitoring, and knowledge management by documenting best practices and lessons learned.
Work Experience
A minimum of 7 years of experience for secondary certificate holders, or 4 years for Bachelor's degree holders, in administration, finance, procurement, accounting, or related fields is required. Proven experience in project administration and financial management, including budget preparation, annual work plans, procurement processes, and financial reporting, is essential. Experience with the UN system, international organizations, or development projects is a significant asset.
