The United Nations Development Programme (UNDP) is a global leader in international development, working in approximately 170 countries to improve lives and foster sustainable development. The Bureau for Advocacy and External Relations (BERA) leads strategic relationships, builds public narrative, and secures funding. This role supports BERA's efforts to position UNDP within the UN system and engage effectively with Member States and intergovernmental bodies.
Job Purpose
The Intergovernmental Engagement Specialist supports UNDP's engagement with Member States and other UN entities, working under the Team Leader for UN System Affairs. This role is crucial for building and maintaining strategic relationships, providing intelligence, and advising on engagement strategies within intergovernmental fora. The specialist will contribute to UNDP's positioning and influence by facilitating targeted engagements, analyzing political dynamics, and ensuring effective communication with key stakeholders. The position requires a proactive approach to identifying opportunities and risks, contributing to policy development, and supporting senior management in navigating complex intergovernmental landscapes to advance UNDP's strategic goals and development mandate.
Responsibilities
The Intergovernmental Engagement Specialist will support the Bureau for Advocacy and External Relations (BERA) in preparing for Executive Board sessions and engaging with Member States and UN entities. Key duties include facilitating inter-bureau planning, developing EB-related documentation, and maintaining relationships with Member States and UN entities. The role involves advising on and facilitating targeted engagements at senior and technical levels, leading intelligence gathering, and keeping senior management informed of EB session developments. Additionally, the specialist will conduct political analyses of intergovernmental and interagency developments, flagging implications for UNDP's strategic positioning. They will also advise on and support leadership engagements with key Member State groups, develop engagement strategies, and prepare reports and briefing materials. The role includes preparing for and advising on UNDP's positioning within key intergovernmental fora like the HLPF, ECOSOC, and UN General Assembly, monitoring resolutions, and providing political mapping.
Work Experience
A minimum of 7 years of experience (with a Bachelor's degree) or 9 years (with a Master's degree) is required, preferably within the UN System or UNDP, or equivalent experience in government or inter-governmental organizations. Proven experience in inter-agency/intergovernmental engagement, diplomatic relations, political analysis, and advocacy is essential. Demonstrated ability to build relationships with government representatives and stakeholders, expertise in intergovernmental affairs, and exceptional drafting skills for briefing notes and position papers are also required.
