Organizational Context
The United Nations Development Programme (UNDP) in Mexico supports the country's climate action agenda, focusing on translating ambitious climate goals into actionable investment opportunities. This role operates within the Crisis Resilience unit, contributing to the Climate Promise initiative, which aims to mobilize public and private finance for effective NDC implementation.
Job Purpose
This role is designed to mobilize public and private financing for the effective implementation of Mexico's Nationally Determined Contributions (NDC) 3.0. The primary objective is to transform NDC priorities into bankable investment opportunities by addressing regulatory and financial risks that hinder private sector participation. The initiative goes beyond diagnosis, mapping value chains and designing policy solutions and de-risking mechanisms. By aligning with national development plans, this role directly contributes to increasing investment, generating employment, advancing environmental sustainability, and fostering innovation, ultimately providing a clear investment pathway for climate action in Mexico and serving as a replicable model for other countries.
Responsibilities
The Associate Technical Officer will provide technical and operational support to the Ministry of Finance and Public Credit (SHCP) in articulating the climate finance module of the Country Platform. This includes organizing and tracking activities for resource mobilization, identifying potential projects and investment opportunities aligned with NDC 3.0, and compiling relevant technical and policy information. The role involves coordinating with various stakeholders, preparing logistical and technical support for meetings, drafting minutes, and managing information repositories. Additionally, the position will support policy de-risking by documenting regulations and identifying investment barriers, and financial de-risking by gathering information on financial instruments and synthesizing investment case summaries. The officer will also be responsible for generating technical reports, presentations, and analytical notes for SHCP, SEMARNAT, and UNDP.
Work Experience
A minimum of two years of relevant professional experience in project management, financial analysis, climate finance, or sustainable development is required. Experience working with government agencies, international organizations, or the private sector on climate-related initiatives is highly desirable.
Skills
Strong analytical and research skills. Proficiency in data collection, organization, and synthesis. Excellent written and verbal communication abilities. Experience in stakeholder coordination and meeting facilitation. Familiarity with climate finance mechanisms and investment de-risking strategies. Ability to prepare technical reports and presentations.
