Organizational Context
The United Nations Development Programme (UNDP) in Papua New Guinea (PNG) implements the Global Environment Facility (GEF) Small Grants Programme (SGP). PNG, a highly biodiverse nation, faces environmental degradation and climate vulnerability. SGP supports community-based organizations in addressing global environmental issues like biodiversity loss and climate change, while promoting sustainable livelihoods. This role operates within the UNDP Country Office, reporting to the Resident Representative and the SGP Regional Programme Specialist.
Job Purpose
The National Coordinator is responsible for overseeing the effective implementation of the GEF Small Grants Programme (SGP) in Papua New Guinea. This involves managing the SGP country programme team, including direct supervision of the Programme Associate/Assistant, and coordinating the National Steering Committee. The role ensures the formulation and execution of the Country Programme Strategy, manages grant allocations and budgets, and monitors project progress to achieve global environmental benefits and sustainable livelihoods. The Coordinator also fosters partnerships, mobilizes resources, and facilitates knowledge management to enhance the programme's impact and visibility.
Responsibilities
Manage the SGP Country Programme team, including supervision, coaching, and performance assessment of the Programme Associate/Assistant. Develop and implement annual work plans and budgets, promoting teamwork and effective collaboration with the National Steering Committee and UNDP Country Office. Oversee the development and management of the SGP portfolio, ensuring alignment with national priorities and SGP strategies. This includes quality control of project proposals, monitoring implementation, and providing technical support to grantees. Coordinate National Steering Committee meetings and facilitate project review and selection processes. Foster linkages between SGP and other GEF projects and development partners. Report on programme status, finances, and evaluations. Mobilize resources and build partnerships with government, donors, and other stakeholders. Document and disseminate lessons learned and best practices, supporting capacity building for grantees.
Work Experience
A minimum of 2 years of relevant professional experience (with a Master's degree) or 4 years (with a Bachelor's degree) in managing environmental or natural resource management projects at the national or local level is required. Experience with computer and office software packages, and web-based management systems is also necessary. Experience in project/programme management, particularly with UN/UNDP programmes, is desirable.
