Organizational Context

The United Nations Development Programme (UNDP) in Papua New Guinea seeks a Security Operations Officer to report to the Security Adviser. This role is crucial for managing the 24/7 Security Operations Centre (SOC), crisis response, and incident management, contributing to the overall security framework within the Crisis Resilience department.

Job Purpose

The Security Operations Officer is responsible for the effective management of the 24/7 Security Operations Centre (SOC), ensuring continuous situational awareness and providing timely security updates to UNDSS management and UN agencies. This role is pivotal in coordinating security operations, monitoring activities across UN duty stations, and supporting emergency response, crisis management, and incident coordination. The officer will maintain accurate incident databases, prepare situation reports, and ensure the effective operation of security communications systems, liaising with UN agencies and partners to facilitate reliable information flow during both normal and emergency operations. The position also contributes to the development and implementation of security SOPs and compliance with UNSMS policies.

Responsibilities

The Security Operations Officer will support the day-to-day functioning of the Security Operations Centre (SOC) and coordinate security operations, monitoring, and reporting activities across UN duty stations. Key duties include maintaining continuous situational awareness and providing timely security updates. The role involves receiving, verifying, logging, and disseminating security incident reports, maintaining security databases, and preparing situation reports (SITREPs). Additionally, the officer will ensure the effective operation of security communications systems, support communication testing and drills, and liaise with UN agencies for reliable information flow. Responsibilities also extend to contributing to the development and implementation of security SOPs, contingency plans, and ensuring compliance with UNSMS policies. The role includes facilitating security awareness briefings and assisting in mentoring junior staff.

Work Experience

A minimum of 2 years of progressively responsible security experience (with a Master's degree) or 4 years (with a Bachelor's degree) is required, preferably in a military or police context. Experience with Microsoft Office, Windows-based applications, integrated web-based management systems, spreadsheets, and databases is necessary. A valid class 6 driver's license is also required. Prior experience with the UN system or an international NGO is desired.
