Organizational Context

The United Nations Development Programme (UNDP) partners with the Bangsamoro Government, through the Ministry of the Interior and Local Government (MILG), to implement the "Localizing e-Government for Accelerated Provision of Services (LeAPS)" project. This initiative aims to transform local governance in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) by enhancing connectivity and digital service delivery, ultimately benefiting marginalized communities.

Job Purpose

The Project Manager will lead the Project Management Unit (PMU) for the LeAPS Project in Cotabato City, overseeing its overall management and ensuring effective day-to-day operations. This role requires strategic leadership and innovation to enhance project quality, usefulness, and impact. The Project Manager will also focus on building the capacities of MILG, LGUs, and CSOs in e-governance. Responsibilities include managing project activities, financial and administrative aspects, and fostering collaboration with various stakeholders to accelerate the delivery of project outputs and achieve desired outcomes for improved public services.

Responsibilities

The Project Manager will lead the Project Management Unit (PMU) in Cotabato City, responsible for the implementation and monitoring of project activities. Key functions include strategic project management, day-to-day financial and administrative oversight, and ensuring effective resource utilization. This involves developing and updating work plans, managing project funds, and overseeing assessments of technology options. The role requires building and maintaining strong relationships with key counterparts, including MILG and other BARMM ministries, as well as UN and development partners. Additionally, the Project Manager will support resource mobilization, ensure financial accountability, manage human resources, and oversee the recruitment of consultants. The position also entails efficient support for advocacy, programming, monitoring, and evaluation (M&E), including reporting on project progress and promoting knowledge management.

Work Experience

A minimum of five years of progressively responsible experience in designing, planning, implementing, monitoring, and evaluating development programs and projects is required for candidates with a Master's degree. Candidates with a Bachelor's degree require seven years of experience. Experience should include managing policy reforms, coordinating development cooperation, and working with multilateral organizations, NGOs, civil society, or government agencies. Proven experience in partnership development and ICT-related work is also necessary.
