The United Nations Development Programme (UNDP) in Ukraine is implementing the Green Energy Recovery Programme (GERP) to diversify the energy mix, enhance energy security, and promote a green recovery amidst the ongoing war. Job Purpose
The Monitoring and Evaluation (M&E) Associate will support the M&E Analyst in executing Programme-wide M&E activities for the Green Energy Recovery Programme (GERP) in Ukraine. This role is vital for ensuring the effective monitoring, evaluation, accountability, and learning (MEAL) across all Programme interventions. The Associate will contribute to the development and implementation of M&E frameworks, plans, and tools, ensuring data quality and timely reporting. By tracking progress, identifying deviations, and supporting evaluations, the role directly contributes to the Programme's success in restoring and maintaining critical energy services and promoting a sustainable energy future for Ukraine, while upholding gender equality principles.
Responsibilities
The M&E Associate is responsible for ensuring quality MEAL across the GERP Programme. Key duties include supporting the development and refinement of M&E frameworks and plans, aligning them with Annual Work Plans and UNDP quality standards. This involves planning and monitoring activities, collecting and reviewing project data, and preparing operational reports. The role entails verifying project intervention monitoring, tracking issues and risks, and coordinating the MEAL system, including surveys and evaluations. The Associate will support data collection and analysis from field visits, monitor equipment delivery and installation, and manage routine data collection for platforms like IMRP. They will assist in planning and implementing evaluations, ensuring results are disseminated for learning, and contribute to UNDP's Results-Oriented Annual Report (ROAR) and other reporting systems. Additionally, the role supports knowledge management, capacity building, and promotes good practices in data disaggregation and gender responsiveness, while collaborating with various stakeholders.
Work Experience
A minimum of 7 years of relevant experience with Secondary Education, or 4 years with a Bachelor's Degree, is required in M&E, reporting, or results-based management. Experience with computers, office software, and web-based management systems is necessary. Experience with information management systems, the UN system, or international organizations is an asset. Experience in data collection, analysis, visualization, and reporting is highly desirable.
