Organizational Context
The United Nations Development Programme (UNDP) in Mexico supports the government in implementing sustainable development and climate action agendas. The UNDP focuses on ending poverty, inequality, and climate injustice, driving systemic transformations through integrated portfolios and innovative financing. This role is within the Crisis Resilience unit, specifically supporting the development and implementation of circular economy and just transition initiatives.
Job Purpose
This role supports the design, articulation, and implementation of Mexico's national and subnational circular economy agenda. The Analyst will strengthen institutional capacities, generate technical evidence, and foster intersectoral coordination to support the Ministry of Environment and Natural Resources (SEMARNAT) and UNDP. The position drives a just and green transition through portfolio-based approaches and systemic change, integrating initiatives, stakeholders, policies, and projects to accelerate sustainable transformation in priority sectors. The goal is to advance circular economy principles, promote regenerative value chains, and ensure a fair and sustainable management of critical resources, leaving no one behind.
Responsibilities
Key responsibilities include supporting the implementation of the General Law on Circular Economy and related instruments, including the National Circular Economy Program. This involves providing specialized technical advice to SEMARNAT for inter-institutional articulation across government levels, the private sector, and other stakeholders, focusing on Circular Economy Development Hubs. The role entails coordinating the generation of technical analyses, studies, and knowledge products, such as sector diagnostics, gap analyses, and strategic roadmaps. Additionally, the Analyst will co-lead the design and structuring of a circular economy portfolio, ensuring national coherence and intersectoral integration under a systemic change approach. This includes managing strategic alliances, maintaining communication with counterparts, facilitating knowledge exchange, and supporting capacity-building efforts related to circular economy and just transition.
Work Experience
A minimum of two years of professional experience in areas related to circular economy, sustainable development, climate change, or environmental policy is required. Experience in project implementation, technical analysis, stakeholder coordination, and knowledge management within international development or government contexts is desirable.
Skills

Proficiency in systemic thinking, business development, knowledge facilitation, and project management is also essential for this role.
