Project Manager For Integrated Resilience And Governance Programme (open To All Applicants).

Organizational Context

Yemen faces a severe humanitarian and development crisis due to prolonged conflict, economic decline, and institutional fragility. UNDP implements complementary projects addressing these challenges, focusing on livelihoods, economic resilience, local governance, and climate-resilient agriculture. This role manages a portfolio of three integrated projects (RESOLVE, LoGABD, SANABEL) under an Area-Based Development framework, reporting to the Governance & Peacebuilding Portfolio Team Leader.

Job Purpose

This position provides strategic leadership and day-to-day management for an integrated programme of three UNDP projects in Yemen: RESOLVE, LoGABD, and SANABEL. The core purpose is to ensure coherent and integrated implementation, maximize synergies between projects, and leverage UNDP's expertise in governance, economic recovery, and resilience-building. The role aligns with the Area-Based Development framework, addressing local priorities and contributing to sustainable recovery. The incumbent will lead a project team, manage resources, build partnerships, and ensure effective delivery of results in a complex and fragile environment, contributing to UNDP's strategic goals and the Humanitarian-Development-Peace Nexus approach.

Responsibilities

Provide strategic direction and leadership for the RESOLVE, LoGABD, and SANABEL projects, ensuring alignment with UNDP priorities, donor requirements, and national development goals. Oversee day-to-day project management, including work plans, budgets, procurement, and compliance with UNDP and donor regulations. Supervise project personnel and consultants, ensuring quality performance and timely delivery of outputs and results. Build and manage strategic partnerships with government institutions, development partners, and other stakeholders. Facilitate knowledge management, document lessons learned, and promote gender equality and women's empowerment across all project activities. Support the design and implementation of broader resilience-building initiatives within the UNDP framework, contributing to the Humanitarian-Development-Peace Nexus.

Work Experience

A minimum of 7 years of progressively responsible professional experience in project/programme management, development programming, or a related field is required. Proven experience managing complex, multi-donor projects in fragile or conflict-affected settings is essential. Demonstrated experience in areas such as local governance, economic development, agribusiness, or climate resilience is necessary. Experience with large-scale programmes (€5 million+) and results-based management is also required.
