Organizational Context
The United Nations Development Programme (UNDP) in Pakistan works with national partners to address development challenges, contributing to governance, economic transformation, climate resilience, and gender equality. This role is part of the Flood Reconstruction and Coordination Programme (FRP) in Quetta, Balochistan, focused on post-disaster recovery and resilient infrastructure development.
Job Purpose
The Project Engineering Specialist will lead the planning, design, implementation, and monitoring of civil works projects within the Flood Reconstruction and Coordination Programme (FRP). This involves ensuring quality standards, managing contractors, overseeing construction, and providing technical support for donor engagement. The role also includes managing and developing a team of field engineers, fostering collaboration, and ensuring compliance with UNDP regulations. The ultimate goal is to contribute to the effective recovery and reconstruction of flood-affected areas in Quetta, enhancing resilience and sustainability.
Responsibilities
Lead the planning, assessment, and design of civil works and infrastructure projects, ensuring alignment with UNDP policies and project scope, budget, and timelines. This includes conducting feasibility studies, developing designs, BoQs, and cost estimates. Facilitate the procurement of goods, equipment, and services by preparing high-quality Terms of Reference and technical documentation, and participating in bid evaluations. Oversee contract management, monitoring, and supervision of construction works, ensuring contractor compliance and quality. Certify invoices upon verification of completed work and prepare project completion reports. Facilitate knowledge management, reporting, and archiving of project documentation, and provide training on construction best practices.
Work Experience
A minimum of 5 years (with Master's) or 7 years (with Bachelor's) of engineering experience in building construction and civil works project management is required. Proven experience in managing and leading engineering teams, strong computer skills with advanced Microsoft Office proficiency, and experience with computer-aided design software are essential. Experience with tender documents for engineering works and familiarity with UNDP policies are assets.
