Job Purpose
The National Coordinator will oversee the implementation of the GEF Small Grants Programme (SGP) in Montenegro. This involves managing the SGP Country Programme team, developing and managing the grant portfolio, and fostering linkages with national environmental priorities and UNDP's broader initiatives. The role aims to empower civil society and local communities to implement scalable, inclusive solutions that deliver global environmental benefits while enhancing local livelihoods and resilience. The Coordinator will ensure effective resource utilization, facilitate knowledge management, and build strong partnerships to support Montenegro's environmental and climate agenda, contributing to sustainable development goals.
Responsibilities
The National Coordinator is responsible for the overall country-level implementation of the GEF Small Grants Programme (SGP), reporting to the Resident Representative and SGP Regional Programme Specialist. Key duties include managing and coaching the SGP Country Programme Associate/Assistant, fostering teamwork, and preparing annual work plans and budgets. The role involves developing and implementing the Country Programme Strategy, managing grant allocations and budgets, and ensuring financial integrity. Responsibilities also include quality control of project proposals, monitoring project implementation, and providing technical support to grantees. The Coordinator will serve as secretary to the National Steering Committee, facilitate linkages with other GEF and UNDP projects, and report on programme status. Additionally, the role involves resource mobilization, establishing partnerships with stakeholders, documenting lessons learned, and facilitating knowledge sharing among grantees and partners.
Work Experience
A Bachelor's degree requires a minimum of two years of relevant professional experience in managing environmental or natural resource management projects at the national or local level. Experience with computer and office software packages is mandatory. Experience in project/programme management, UN/UNDP projects, results-based management, GEF-SGP thematic areas, and working with diverse stakeholders is desirable.
