Project Analyst [Open to internal and external applicants]
Organizational Context
The United Nations Development Programme (UNDP) in Thailand is implementing a USD 17.5 million, 5-year project funded by the Green Climate Fund (GCF) focused on enhancing climate resilience through effective water management and sustainable agriculture. The project addresses Thailand's vulnerability to climate change impacts like droughts and floods, particularly affecting the agricultural sector. This role sits within the Nature, Climate, and Energy team and will closely liaise with the Royal Irrigation Department (RID), the project's Implementing Partner.
Job Purpose
The Project Analyst will play a crucial role in the effective and efficient execution of the "Enhancing climate resilience in Thailand through effective water management and sustainable agriculture" project. Working under the supervision of the Integrated Team Leader and in close collaboration with the Project Manager from the Royal Irrigation Department (RID), the role involves coordinating UNDP, RID, and other stakeholders. The purpose is to ensure the project meets its objectives within the agreed timeline and resources, contributing to climate-informed water management, resilient infrastructure, and improved agricultural livelihoods in vulnerable regions of Thailand. This position requires a proactive approach to project management, monitoring, and stakeholder engagement.
Responsibilities
The Project Analyst is responsible for the overall coordination between UNDP, the Project Management Unit (PMU) at RID, and other stakeholders to ensure effective and efficient project execution. Key duties include managing project implementation, coordination, and monitoring in alignment with the RID's guidance and the Project Document. This involves providing strategic inputs to financial and managerial aspects, supporting annual work planning and budgeting, and facilitating project board and coordination meetings. The role also entails overseeing procurement, budget analysis, contractual management, and compiling progress reports for the GCF. Additionally, the Project Analyst will monitor project risks, coordinate evaluations and audits, and oversee the monitoring of results framework indicators and the Gender Action Plan. Quality assurance of project deliverables, implementation of the Environmental and Social Management Plan (ESMP), and providing policy advice and capacity building to national counterparts are also critical functions. Facilitating knowledge management by documenting and disseminating lessons learned, and supporting partnership development and advocacy efforts are also key responsibilities.
Work Experience
A minimum of two years of relevant development sector experience at the national or international level is required for candidates with a Master's degree, or four years for those with a Bachelor's degree. Demonstrated experience in project management, managing complex projects, and coordinating stakeholders is essential. Proven experience working in Thailand and/or the Southeast Asian region, with direct interaction with government and public organizations, is also required.
