UNDP Yemen is implementing a portfolio of three integrated projects (RESOLVE, LoGABD, SANABEL) to address the country's severe humanitarian and development crisis. These projects focus on economic recovery, livelihoods, local governance, institutional strengthening, and climate-resilient agriculture. This role, reporting to the Team Leader - Governance & Peacebuilding Portfolio, ensures coherent implementation and maximizes synergies across these initiatives.
Job Purpose
The National Project Specialist will play a critical leadership role in the successful implementation of UNDP's integrated project portfolio in Yemen, supporting the Project Manager in day-to-day oversight and coordination. The role focuses on ensuring project activities are delivered on time, within budget, and to high-quality standards, particularly within the governance and institutional strengthening components of the LoGABD project. This involves strategic planning, stakeholder engagement, and achieving defined project outcomes in a complex, high-risk, fragile, and conflict-affected environment, aligning with UNDP's mandate for economic recovery and resilience building.
Responsibilities
The National Project Specialist will advise and support project management, implementation, and coordination, including work plan development, activity management, and coordination with national and sub-national government institutions. Responsibilities include ensuring financial management and reporting, accountability for funds, and monitoring expenditures. The role involves building strategic partnerships and resource mobilization through dialogue with stakeholders, including government, donors, and civil society. Additionally, the specialist will support results-based management, monitoring, evaluation, and reporting, manage project risks, and ensure robust reporting on governance outcomes. A key function is advising on and supporting governance and institutional strengthening activities, including public financial management and capacity development for local authorities, and leading knowledge building and management by capturing and disseminating lessons learned.
Work Experience
Proven experience in governance and institutional strengthening programming, including public financial management, public procurement reform, and capacity development for local authorities. Experience in supporting decentralization and local governance reform, preferably in fragile contexts, is essential. Proficiency in computer and office software packages (MS Word, Excel) is required.
