Job Purpose
The Project Manager will lead the comprehensive implementation, management, and coordination of the "Modernizing Public Institutions and Systems in Yemen (MPISY)" project. Reporting to the UNDP Programme Manager/Governance Team Leader, this role provides essential strategic, technical, and operational leadership to ensure successful project delivery. The Project Manager will foster collaboration with government institutions, implementing partners, and development partners to achieve project objectives. This includes overseeing project personnel, managing budgets, ensuring compliance with UNDP standards, and mitigating risks in a complex operating environment. The role is crucial for enhancing institutional effectiveness, improving governance systems, and supporting sustainable capacity development in Yemen, contributing to more accountable and responsive governance.
Responsibilities
Provide strategic direction and leadership for the project team, ensuring alignment with UNDP corporate priorities, donor requirements, and national development goals. Oversee day-to-day project management, including work plans, budgets, and activity schedules, ensuring timely delivery of outputs and achievement of targets within budget. Manage project finances, procurement, and operational processes, ensuring compliance with UNDP rules and regulations. Supervise project staff, consultants, and technical experts, fostering a high-performing and collaborative team environment. Build and maintain strong partnerships with government institutions, development partners, and other stakeholders to enhance project impact and sustainability. Facilitate knowledge management and sharing of lessons learned and best practices. Integrate resilience-building initiatives and gender equality principles into project planning and implementation, promoting inclusive approaches and sustainable development outcomes.
Work Experience
A minimum of seven years of progressive experience with a Master's degree, or nine years with a Bachelor's degree, in project management is required. Experience in managing complex, multi-stakeholder initiatives and development projects, particularly in fragile or conflict-affected settings, is essential. Demonstrated experience in public financial management, statistical systems, human resource management systems, or public sector modernization is also required.
