Organizational Context
The United Nations Development Programme (UNDP) in Moldova, supported by the European Union, is implementing a project to enhance rural agriculture development and employment. This initiative focuses on strengthening institutional capacities and modernizing digital public services, particularly for vulnerable rural populations, to improve access, transparency, and effectiveness of support measures and contribute to Moldova's reform agenda.
Job Purpose
The Data Architecture Analyst will define, govern, and document the enterprise and data architecture for the Integrated Agricultural Information System (IACS) platform, supporting the Digital National Farmers Registry (dNFR) and related components. This role is crucial for establishing a canonical data model, integration strategy, and architectural standards to guide subsystem development. The analyst will ensure unified data structures, eliminate redundancies, and enable full interoperability across the IACS ecosystem and connected sectoral registries, directly contributing to agricultural modernization and digital governance in Moldova. The position supports the project's aim to improve public services for farmers and contribute to Moldova's EU accession process by aligning with Common Agricultural Policy requirements.
Responsibilities
Define and govern the IACS enterprise and data architecture, including developing the Enterprise Architecture Document (EAD) and designing the Canonical Data Model (CDM) with a comprehensive data governance framework. Elaborate the integration strategy between IACS components, defining patterns, protocols, and data synchronization mechanisms, while establishing data quality standards. Design the API architecture for IACS and its interoperability with national digital infrastructure and external systems, producing an integration matrix. Develop the IACS security architecture, ensuring compliance with national requirements. Analyze and map sectoral registries under MAIA, proposing a unified canonical model and designing interconnection architecture. Establish architecture governance, maintain ADRs, produce guidelines, and conduct architectural reviews. Provide mentoring and knowledge transfer to technical counterparts. Review and validate contractor deliverables, analyze architectural risks, and facilitate cross-team communication. Contribute to institutional change management through documentation and policy development.
Work Experience
A minimum of 2 years (with Master's) or 4 years (with Bachelor's) of progressive experience in data architecture, data modelling, database design, systems analysis, information systems integration, and data governance is required. Experience with complex information systems and developing data models or integration specifications is essential.
