Organizational Context

The United Nations Development Programme (UNDP) in Afghanistan is dedicated to fighting poverty, inequality, and climate change, supporting the nation's aspirations for peace and sustainability. Operating for over 50 years, UNDP implements the Transitional Country Programme Strategy (TCPS) 2024-2027, focusing on humanitarian-development-peace nexus, whole-of-society approach, risk management, and inclusivity. This role is part of the Integrated Risk Management Unit (IRMU) within the Strategy, Management, and Operations division.

Job Purpose

The Risk Specialist will support the Head of the Integrated Risk Management Unit (IRMU) in implementing UNDP Afghanistan's risk management regime and strategies. This involves providing essential risk analysis and support to various Programme and Operations sections within the Country Office. The role contributes to ensuring a consistent 'do no harm' approach and supports the agile adaptation of programmes in a complex and evolving context. The specialist will work within a portfolio approach, fostering multidisciplinary collaboration across units, functions, teams, and projects to achieve strategic goals and manage changing business needs effectively.

Responsibilities

The Risk Specialist is responsible for comprehensive risk assessment and analysis, including identifying, assessing, and managing programme and operational risks. This involves analyzing complex information, conducting due diligence, reviewing documents for red flags, and ensuring compliance with sanctions and anti-money laundering policies. The role also involves risk-informed programming by coordinating with teams to integrate risk management policies into initiatives, reviewing partner capacity assessments, and monitoring risk dashboards. Furthermore, the specialist will support audits and investigations by reviewing malpractice cases, liaising with audit bodies, and conducting due diligence. Building and maintaining partnerships with internal and external stakeholders, including donors and regulatory bodies, is crucial. Finally, the role includes facilitating learning and knowledge sharing on risk management best practices.

Work Experience

A minimum of five years of professional experience in risk management, investigation, audit, finance, or law enforcement with international/governmental organizations is required (seven years with a bachelor's degree). Experience with international risk management standards (ISO31000, COSO, ERM) and designing/implementing risk management training is essential. Prior UN/UNDP experience and experience in conflict/post-conflict countries are desirable.
