Organizational Context
The United Nations Development Programme (UNDP) in Ukraine supports sustainable development through three programme priorities. This role is within the Crisis Resilience department, specifically supporting a project focused on transitioning to sustainable livestock farming in peatlands and restoring key ecosystems in Northern Ukraine. The Procurement Associate will operate under the Project Manager's supervision.
Job Purpose
The Procurement Associate is responsible for managing all procurement activities for the Livestock project in Ukraine, ensuring full compliance with UNDP rules and regulations. This involves facilitating the procurement plan, organizing and conducting procurement processes (RFQs, ITBs, RFPs), preparing purchase orders and contracts, and managing submissions to procurement committees. The role also includes contract management, market research, and providing procurement guidance to project personnel. A key aspect is ensuring accountability to donors and stakeholders, while promoting gender equality and a safe, inclusive workplace.
Responsibilities
Ensure full compliance of all procurement activities with UN/UNDP rules, regulations, policies, and strategies, and implement effective internal controls. Facilitate the preparation and monitoring of the project's procurement plan. Organize and conduct procurement processes, including RFQs, ITBs, and RFPs, evaluate bids, and negotiate contract conditions. Prepare Purchase Orders and Contracts, and manage vendor creation. Prepare submissions for the Contract, Asset and Procurement Committee (CAP) and other relevant advisory committees. Manage the internal control system for purchase orders and address any errors. Provide input for procurement reports and serve as secretary for tender processes, including document preparation, committee coordination, and record maintenance. Review Terms of Reference and technical specifications, and contribute to market research. Maintain and improve the contract management system, implement e-tendering, and clear micro-purchase documents. Provide procurement guidance and synthesize lessons learned. Promote gender equality and a safe, inclusive workplace.
Work Experience
A minimum of 6 years of progressively responsible procurement or supply chain experience with a secondary education, or 3 years with a Bachelor's degree, is required. Experience with computers, office software (MS Word, Excel), and automated procurement systems is necessary. Experience with ERP systems, procurement management tools, UN agencies, or international organizations is desirable.
