Project Analyst On Legal, Social, Gender Issues [open To Internal And External Applicants]

Organizational Context

The United Nations Development Programme (UNDP) in Turkmenistan is implementing a project to support the country in preparing and submitting its Second and Third Biennial Transparency Reports (BTR2 and BTR3/NC5) under the Paris Agreement. This role contributes to strengthening the national climate transparency framework, integrating gender equality and social inclusion into reporting processes, and aligning with international requirements.

Job Purpose

This Project Analyst role supports Turkmenistan's efforts to meet its Paris Agreement reporting obligations by contributing to the preparation of the Second Biennial Transparency Report (BTR2) and the combined Third Biennial Transparency Report and Fifth National Communication (BTR3/NC5). The purpose is to provide continuous technical, analytical, and coordination support to strengthen the institutional and regulatory framework for climate transparency. A key focus is ensuring the integration of gender equality and social inclusion into the national climate reporting system, aligning with the Enhanced Transparency Framework (ETF) and national priorities. The role will facilitate the collection and validation of information, support quality assurance, and contribute to the development of methodologies and institutional practices, ultimately advancing the continuity and sustainability of future reporting processes.

Responsibilities

Provide technical and analytical support to strengthen the institutional and regulatory framework for national climate reporting. Monitor international climate transparency requirements and advise on their application. Review and support the revision of relevant legislation, policies, and institutional arrangements. Integrate gender equality and social inclusion considerations into climate transparency policies, reporting processes, and methodologies, promoting gender-sensitive indicators and data. Offer ongoing technical and coordination support for preparing national climate reports (BTRs and NCs), coordinating with relevant stakeholders for timely information collection and validation. Support quality assurance processes to ensure consistency with UNFCCC requirements. Assist in developing and applying methodological guidance, reporting formats, and templates. Contribute to strengthening the Measurement, Reporting, and Verification (MRV)/transparency system. Coordinate stakeholder engagement, facilitate workshops, and support capacity development initiatives. Prepare technical inputs and project documentation.

Work Experience

Applicants with a Master's degree are not required to have professional work experience. Applicants with a Bachelor's degree must have a minimum of two years of relevant professional experience in advisory services related to legal analysis, public policy, governance, gender equality, social inclusion, or environmental governance and climate change.
