Job Purpose
The Project Manager will lead the Project Management Unit (PMU) in Metro Manila, overseeing the strategic, operational, and financial aspects of a project aimed at reducing cervical cancer and acute watery diarrhea in the Philippines through vaccine integration. This role requires close collaboration with the Department of Health, WHO, UNICEF, and other stakeholders to ensure the project's objectives are met. The purpose is to drive the effective implementation, monitoring, and reporting of project activities, ensuring timely delivery of outputs and contributing to improved public health outcomes and SDG achievement. The role involves managing project resources, coordinating with partners, and ensuring high-quality results in line with UNDP's standards and a results-based management approach.
Responsibilities
The Project Manager is responsible for the overall strategic, operational, and financial management of the project, leading the Project Management Unit (PMU) and ensuring effective coordination among UN agencies and government partners. Key duties include developing and updating annual work plans, procurement plans, and M&E plans; managing project funds and ensuring financial integrity; overseeing the delivery of project outputs and contributions to outcomes through close coordination with DOH, WHO, UNICEF, and UNDP teams. The role involves building and maintaining strong working relationships with key partners and stakeholders, developing legal instruments for collaboration, and ensuring timely, quality delivery of project outputs. Additionally, the Project Manager will support resource mobilization, ensure efficient and transparent use of project resources, supervise PMU staff, and provide strategic direction for monitoring, evaluation, and learning activities. Facilitating communications, knowledge management, and advocacy is also a core responsibility.
Work Experience
A minimum of five years of progressively responsible experience (seven years with a Bachelor's degree) in implementing, monitoring, or evaluating development programs, managing policy reforms, and coordinating development cooperation, particularly in public health. At least three years of experience managing health systems, public health, or data analytics projects, and three years in capacity building and training programs are required. Two years of experience in budget advocacy and public financial management in the health or social sectors is also necessary.
