Job Purpose
The Outcome Lead (Climate Action) is responsible for managing and achieving the country programme's assigned outcome, focusing on climate change, disaster response, resilience, circular economy, and environmental sustainability. This involves leading the effective implementation and strategic direction of relevant UNDP programme outcomes, ensuring quality control throughout the programming cycle from formulation to implementation. The role requires strategic oversight of planning, budgeting, and monitoring, alongside fostering strong partnerships and supporting resource mobilization efforts. The incumbent will provide high-quality advisory services to the government and facilitate knowledge building, contributing to the overall success and impact of UNDP's work in the Philippines and achieving Sustainable Development Goals.
Responsibilities
Lead the effective implementation and strategic direction of UNDP's climate action outcomes in the Philippines. Manage the Country Office programme and supervise the Climate Action Programme Team, ensuring quality control across the full programming cycle. Develop and maintain strategic partnerships with national and international stakeholders, including government institutions, donors, and civil society, to enhance UNDP's profile and credibility. Support resource mobilization by generating a pipeline of non-core resources and implementing partnership strategies. Provide top-quality advisory services to the government on key climate change, environment, and energy policy issues, synthesizing best practices and lessons learned. Facilitate knowledge building and management by contributing to networks and organizing training. Analyze the socio-economic situation, identify strategic programme areas, and operationalize cooperation frameworks. Ensure gender equality is integrated into programme design. Oversee planning, budgeting, implementation, and monitoring of the programme, tracking financial resources and preparing donor reports.
Work Experience
A minimum of 5 years of relevant professional experience (with a Master's degree) or 7 years (with a Bachelor's degree) is required in management advisory services, project design, monitoring, and evaluation, and establishing inter-organizational relationships. Experience with computers and office software packages, including web-based management systems, is necessary. Experience in resilient development, climate change, biodiversity, natural resource management, circular economy, or resilient cities is an asset.
