Organizational Context

The United Nations Development Programme (UNDP) in Nepal is implementing a project to reduce the risk and impacts of Glacial Lake Outburst Floods (GLOFs). This initiative, funded by the Green Climate Fund (GCF), focuses on enhancing institutional and technical capacities, implementing physical protection measures, and establishing robust hazard monitoring and early warning systems. The project aims to shift Nepal's approach from reactive to proactive disaster risk reduction, with a Project Management Unit based in Kathmandu.

Job Purpose

The Disaster Risk Reduction/Management and Early Warning System (DRR/M-EWS) Analyst will ensure the technical soundness, social inclusivity, and institutional sustainability of the project's multi-hazard early warning system (EWS) interventions. This role involves overseeing the design, installation, and operation of EWS components, ensuring quality assurance, and facilitating the integration of these systems into national DRR frameworks. The Analyst will also play a key role in capacity building for national institutions and communities, promoting gender and social inclusion, and managing disaster information systems to support evidence-based decision-making for preparedness and response, ultimately contributing to the prevention of loss of life and damage from GLOFs.

Responsibilities

Provide technical oversight for Early Warning System (EWS) design, including verifying materials, techniques, and validating designs, SOPs, and protocols to ensure inclusivity and reach to vulnerable communities. Collaborate with experts to enhance the capacity of the Department of Hydrology and Meteorology (DHM) for early warning generation and dissemination. Oversee the development of community-based response plans, multi-hazard risk assessments, and climate-responsive disaster preparedness plans. Monitor and guide contractors during EWS component installation and commissioning, certifying deliverables and ensuring proper documentation. Contribute to knowledge management by conducting training, developing awareness materials, and documenting best practices. Maintain equipment records, compile technical reports, and ensure transparent data management for physical and financial progress. Mainstream Gender and Social Inclusion (GESI) considerations in DRR and EWS, ensuring accessibility and promoting inclusive participation. Lead and support the planning, development, and operationalization of a Disaster Information Management System (DIMS) for systematic data management and analysis.

Work Experience

For candidates with a Master's degree, no specific professional work experience is required. Candidates with a Bachelor's degree must have a minimum of two years of relevant work experience in disaster risk management and early warning systems.
