Job Purpose

The National Coordinator will oversee the implementation of the Global Environment Facility (GEF) Small Grants Programme (SGP) at the country level in São Tomé and Príncipe. This involves managing the SGP Country Programme team, developing and managing the programme portfolio, mobilizing resources, fostering partnerships, and facilitating knowledge management. The role contributes to achieving global environmental benefits in biodiversity conservation, climate change mitigation, and sustainable livelihoods through community-based approaches, aligning with national priorities and the Sustainable Development Goals.

Responsibilities

Key responsibilities include managing and developing the SGP country programme, including supervising staff, preparing work plans and budgets, and setting performance objectives. The role involves formulating and implementing the Country Programme Strategy, managing grant allocations and budgets, and ensuring financial integrity. It also includes quality control of project ideas, monitoring implementation, organizing stakeholder workshops, and supporting CSOs/CBOs in proposal development. The Coordinator will oversee ongoing projects, conduct field visits, and serve as secretary to the National Steering Committee. Additionally, responsibilities encompass fostering linkages with other GEF projects, reporting on programme status, and performing administrative tasks. Resource mobilization, partnership development, and knowledge management, including documenting lessons learned and disseminating best practices, are also crucial.

Work Experience

A minimum of 2 years of relevant professional experience (with a Master's degree) or 4 years (with a Bachelor's degree) in managing environment/natural resource management projects or initiatives at national or local levels is required. Experience with computer software, office packages, and web-based management systems is also necessary.
