Organizational Context

The United Nations Development Programme (UNDP) in Armenia is implementing a project focused on strengthening local governance for resilient and low-carbon development in consolidated communities. This initiative aims to pilot a replicable model for inclusive local development, contributing to Armenia's green transition agenda and aligning with national climate objectives. The project is part of a broader regional effort to accelerate green transitions and responsive governance in the Eastern Neighbourhood.

Job Purpose

The Project Analyst will be responsible for the effective planning, implementation, and monitoring of the "Strengthened Local Governance for Resilient and Low Carbon Development in Consolidated Communities in Armenia" project. This role involves managing day-to-day activities, ensuring project objectives are met within budget and timelines, and providing technical support to partners. The position contributes to fostering local energy efficiency, strengthening climate resilience, and improving citizen-centered public services, particularly for vulnerable groups. The analyst will also facilitate knowledge sharing, capacity building, and advocacy efforts related to the project's green transition goals.

Responsibilities

Coordinate project planning and implementation, including work plan development, budget management, and resource optimization, ensuring alignment with UNDP policies and quality standards. Manage day-to-day project activities, provide technical advice, and ensure timely delivery of outputs. Facilitate inclusive platforms for project implementation and collaborate with other units for integration of development issues. Ensure operational management, including procurement and resource management. Develop and maintain strong relationships with implementing partners, government officials, NGOs, and other stakeholders to ensure inclusive participation. Provide technical support to partners and act as a liaison between UNDP and stakeholders. Monitor project progress against targets, manage risks, and conduct field visits. Prepare corporate, donor, and government reports, and ensure proper project closure. Organize training, workshops, and capacity-building activities. Identify, synthesize, and document best practices and lessons learned. Contribute to knowledge networks and communities of practice, and promote advocacy on development trends.

Work Experience

A minimum of 2 years of relevant experience (with a Master's degree) or 4 years (with a Bachelor's degree) at the national or international level is required. This experience should include designing, monitoring, and evaluating development projects, as well as project management and personnel supervision. Proficiency in computer use, office software packages (MS Word, Excel), and web-based management systems is necessary.
