The Programme of Assistance to the Palestinian People (PAPP) operates under a mandate to improve economic and social conditions, focusing on "Transformative Resilience." This role is part of the Jerusalem Spatial and Socioeconomic Resilience Portfolio, which emphasizes infrastructure development and livelihood improvement.

Job Purpose

This Project Manager role is crucial for the successful implementation of infrastructure and civil works projects within the UNDP's Jerusalem Spatial and Socioeconomic Resilience Portfolio. The purpose is to ensure the effective delivery of technical, operational, financial, and administrative outputs, contributing to the preservation and development of national systems and the improvement of livelihoods for marginalized communities. The role involves day-to-day project management, coordination of activities, monitoring progress, managing risks, and ensuring adherence to UNDP regulations, with a specific focus on achieving project results and fostering gender equality and accessibility.

Responsibilities

The Project Manager is responsible for comprehensive project management, including planning, implementing, and monitoring project activities to achieve defined results. This involves developing detailed work plans, managing budgets, and ensuring timely delivery of quality outputs. The role requires conducting regular field monitoring to assess progress, ensure adherence to technical specifications and safety protocols, and provide on-site guidance. Building and maintaining strong partnerships with implementing partners, government ministries, and donors is essential. The Project Manager will also be responsible for contract finalization, quality assurance of expert inputs, and effective communication with all stakeholders. Additionally, the role involves preparing progress reports, contributing to corporate reporting, facilitating knowledge sharing, and documenting lessons learned and best practices throughout project implementation.

Work Experience

For candidates with a Master's degree, no specific professional work experience is required. Candidates with a Bachelor's degree must have at least two years of relevant professional experience in managing engineering or infrastructure projects, preferably with local governmental or non-governmental organizations. Experience in crisis contexts, with UN or international organizations, and in results-based management is highly desirable.
