Analyst - Biodiversity Finance Policy And Ecosystem Services Valuation
Organizational Context
The United Nations Development Programme (UNDP) in Armenia, within the Nature, Climate, and Energy department, seeks an Analyst for a short-term NPSA assignment (up to 12 months). This role supports key initiatives in biodiversity finance policy and ecosystem services valuation, contributing to improved public financial management and evidence-based decision-making.
Job Purpose
The Analyst will provide critical support to Armenia's efforts in enhancing biodiversity finance policy and ecosystem services valuation. This involves contributing to the Biodiversity Budget Tagging (BBT) initiative to improve tracking of biodiversity-related expenditures, strengthening Results-Based Budgeting (RBB) for greater effectiveness and accountability, and supporting the valuation of ecosystem services to inform national planning and financing. The role aims to integrate biodiversity considerations into public financial management systems, align with national biodiversity priorities and targets, and facilitate science-policy dialogue for sustainable environmental management.
Responsibilities
The Analyst will conduct analytical reviews of existing financial and policy products to structure the Biodiversity Budget Tagging (BBT) system. This includes assessing public budgeting processes, identifying institutional roles, and facilitating consultations to integrate biodiversity expenditure tracking. The role involves developing recommendations for operationalizing BBT, including guidance, reporting templates, and alignment with national frameworks. Additionally, the Analyst will support the assessment of existing budgeting and monitoring frameworks for Results-Based Budgeting (RBB), contribute to developing a Biodiversity Results Framework, and propose monitoring and evaluation mechanisms. Support will also be provided for ecosystem services valuation, including mapping models, legal and policy reviews, and facilitating the establishment of a National BES Platform.
Work Experience
