Organizational Context

The UN Resident Coordinator’s Office (RCO) in Angola coordinates the UN development system to support national priorities and the 2030 Agenda. Angola's role as AU Champion for Peace and Reconciliation amplifies its leadership in mediation and regional peace processes. A Project Initiation Plan (PIP) has been developed to strengthen this mandate, focusing on mediation, regional diplomacy, national peace infrastructure, and inclusive platforms. The role supports the RCO in implementing this PIP and advancing UN peace and development efforts.

Job Purpose

This role provides technical, coordination, and policy support to the UN Resident Coordinator’s Office (RCO) in Angola, contributing to the effective implementation of the Project Initiation Plan (PIP) aimed at strengthening Angola's continental mandate in peace and reconciliation. The position supports the RCO and UN Country Team in advancing integrated approaches to sustaining peace by linking political engagement with development programming. Key contributions include enhancing analytical capacity for conflict prevention, supporting inclusive and conflict-sensitive programming, reinforcing coordination with national stakeholders, and promoting the UN's prevention and sustaining peace efforts. The role is crucial for aligning UN activities with national and regional priorities, facilitating dialogue, and ensuring the timely delivery of project outputs, ultimately contributing to social cohesion, institutional resilience, and long-term stability in Angola.

Responsibilities

The role involves supporting the operational implementation and results monitoring of the Project Initiation Plan (PIP), ensuring timely delivery of activities and coordination across UN entities. This includes coordinating reporting, monitoring progress, flagging risks, and documenting lessons learned. The incumbent will provide policy and analytical support on peace, governance, and regional diplomacy, drafting briefs and policy notes, and offering political analysis to support UNCT decision-making. Responsibilities also include coordinating UN system contributions to Angola’s peace and reconciliation agenda, facilitating joint planning, knowledge-sharing, and alignment with national and regional priorities. Furthermore, the role requires drafting strategic briefings, talking points, and background materials for high-level UN engagement and liaising with national and regional counterparts, including the Ministry of External Relations, to promote coherence and mutual accountability in support of Angola’s continental role.

Work Experience

Applicants with a Master's degree are not required to have professional work experience. Those with a Bachelor's degree must have a minimum of two years of relevant professional experience in political analysis, development coordination, peacebuilding, or governance. Prior experience within the UN system or in inter-agency coordination is considered an asset.
