Procurement Associate, NPSA-6, DS- Dnipro/Kharkiv/Mykolaiv, National Position
Organizational Context
The United Nations Development Programme (UNDP) in Ukraine supports poverty eradication, reduced inequalities, and resilience-building, aligning with Sustainable Development Goals. Operating through three programme priorities, UNDP is actively involved in emergency response and crisis management, particularly within the Area-Based Recovery (ABR) Framework. This role supports ABR projects and programmatic goals through effective procurement services.
Job Purpose
The Procurement Associate is responsible for the effective and compliant delivery of procurement services to support the implementation of UNDP's Area-Based Recovery (ABR) projects and overall programmatic goals in Ukraine. This role ensures adherence to UN/UNDP rules, regulations, policies, and strategies in all procurement activities. The incumbent will facilitate procurement processes, manage contracts, conduct market research, and contribute to knowledge sharing, all while upholding UNDP's mandate as a gender-responsive organization with zero tolerance for misconduct.
Responsibilities
Ensure full compliance of procurement activities with UN/UNDP rules, regulations, policies, and strategies, implementing effective internal controls. Facilitate the preparation and monitoring of procurement plans for ABR projects. Organize and conduct procurement processes, including RFQs, ITBs, and RFPs, from quotation receipt to contract negotiation. Prepare Purchase Orders, Contracts, and manage vendor creation in the Quantum system. Prepare submissions for procurement committees (CAP, RACP, ACP) and manage the internal control system for purchase orders. Provide input for procurement reports and serve as secretary for tender processes, including document preparation, committee coordination, and record maintenance. Review Terms of Reference and technical specifications, providing procurement inputs. Maintain and improve the contract management system and implement e-tendering practices. Conduct market research and provide procurement guidance to ABR teams, synthesizing lessons learned and best practices. Promote gender equality and a safe, inclusive workplace.
Work Experience
A minimum of 6 years of progressively responsible experience in procurement, supply chain, or logistics with a secondary education is required. Alternatively, 3 years of experience with a Bachelor's degree is sufficient. Experience with automated procurement systems, web-based management systems (like ERP), and UN Agency or International Organization procurement is desirable.
