Organizational Context
The United Nations Development Programme (UNDP) in the Philippines, in partnership with the Government of Australia and the Government of the Philippines, is implementing the Strengthening Institutions and Empowering Localities Against Disasters and Climate Change (SHIELD) Programme. This initiative aims to enhance resilience to climate change and natural hazards in target communities. A dedicated SHIELD Support Unit (SSU) manages programme interventions, working collaboratively with consortium partners, government agencies, and stakeholders.
Job Purpose
The Project Associate will provide essential technical, coordination, and operational support to the Department of the Interior and Local Government (DILG) and the Department of Housing Settlement and Urban Development (DHSUD) for the effective implementation of the SHIELD Programme. This role is crucial for facilitating stakeholder coordination, monitoring progress, strengthening institutional capacities, managing knowledge, and ensuring efficient delivery of programme outputs and outcomes. The position contributes directly to building resilience in communities against climate change and natural hazards by supporting the day-to-day management and execution of programme activities, ensuring alignment with project objectives and stakeholder expectations.
Responsibilities
Provide technical, coordination, and operational support for the SHIELD Programme, assisting DILG and DHSUD in implementation oversight. This includes coordinating project activities, planning, and execution. Collect, analyze, and present information to support program planning and strategy development. Prepare necessary documentation, including background materials, activity designs, and correspondence. Assist in organizing and documenting meetings, consultations, capacity-building activities, and monitoring missions. Track and report on progress towards program targets and objectives. Maintain partnerships by regularly engaging with consortium and key project partners, addressing issues, and reporting to the SHIELD team. Support monitoring and evaluation efforts by conducting site visits, preparing reports, and ensuring contracted stakeholders meet their obligations. Facilitate logistical, travel, procurement, and financial management aspects of the project. Contribute to knowledge management by documenting lessons learned and liaising with communications personnel to highlight project results.
Work Experience
A minimum of 6 years of progressively responsible administrative or project experience is required with a high school diploma, or 3 years of experience with a bachelor's degree. Proficiency in using computers, office software packages (MS Word, Excel), web-based management systems, and advanced spreadsheet/database skills is necessary.
