Organizational Context

The United Nations Development Programme (UNDP) in Turkmenistan operates a significant Health programme, heavily funded by the Government of Turkmenistan. This role is within the Health department, specifically managing the "Strengthening clinical laboratory services in Turkmenistan" (Lab-2) project, which aims to enhance national healthcare system capabilities in laboratory diagnostics. The project focuses on improving access to reliable diagnostic services across primary, secondary, and tertiary healthcare facilities.

Job Purpose

The Project Manager (PM) is responsible for the overall coordination and strategic direction of the "Strengthening clinical laboratory services in Turkmenistan" (Lab-2) project. This role ensures the effective implementation of project activities, institutional capacity development, and health system strengthening. The PM will manage daily operations, monitor progress against performance indicators and budgets, and ensure successful project completion in line with UNDP and national partner requirements. The purpose is to enhance the national healthcare system's capacity for accurate and timely disease diagnosis through improved clinical laboratory services, contributing to better health outcomes for the population of Turkmenistan.

Responsibilities

The Project Manager is accountable for the comprehensive management of the project, including daily operations, supervision of implementation, and evaluation across all components to meet agreed performance indicators and budgets. This involves assessing programmatic impact, ensuring project completion according to the Project Appraisal Document, and maintaining regular communication with the National Partner, Project Board, senior UNDP management, and stakeholders. Key duties include preparing Annual Work Plans, tracking outputs and spending against budgets, managing consultants, and overseeing project administration. The role also entails financial resource management, ensuring transparency and accuracy in line with UNDP and national regulations, and preparing regular programmatic and financial reports. Additionally, the PM will lead project outreach, facilitate knowledge sharing, coordinate with other UNDP projects, and manage the transfer of project deliverables to national beneficiaries.

Work Experience

A minimum of 2 years of relevant experience is required for candidates with a Master's degree, or 4 years for those with a Bachelor's degree. This experience should be at the national or international level in management advisory services or hands-on design/implementation of development projects. Experience in managing medical or public health projects, working with clinical or public health laboratories, and familiarity with laboratory operations and quality management systems are essential.
