Organizational Context

The United Nations Development Programme (UNDP) in Ukraine supports the country's recovery and resilience efforts amidst ongoing conflict. The Crisis Resilience unit focuses on safeguarding development gains, restoring critical functions, and facilitating progress towards the Sustainable Development Goals. This role is part of the Technical Assistance team supporting EIB-funded recovery programs, working with national and local authorities to implement infrastructure projects.

Job Purpose

The Compliance Analyst will ensure the proper implementation of compliance activities within the Ukraine Recovery Programme (URP) framework loans provided by the European Investment Bank (EIB). This involves supporting project implementation, ensuring adherence to UN/UNDP and EIB rules, regulations, and standards. The role contributes to the efficient and transparent delivery of recovery investments, focusing on critical public infrastructure in war-affected communities, and promoting build-back-better principles to improve living conditions for conflict-affected populations, including internally displaced persons and vulnerable groups.

Responsibilities

The Compliance Analyst is responsible for supporting project implementation by ensuring compliance-focused activities align with UN/UNDP and EIB regulations, contributing to work plans, and providing technical support for project cycle milestones. This includes conducting field visits to monitor adherence to standards and identify risks. The role also involves ensuring effective and compliant procurement processes, monitoring fairness and transparency, and strengthening beneficiary capacity through training. Financial operational support includes preparing accurate reports, monitoring financial activities, developing mechanisms to address deficiencies, and analyzing project financial performance. Additionally, the analyst will support capacity building by documenting and sharing best practices, contributing to knowledge networks, and developing resources to enhance compliance understanding among stakeholders.

Work Experience

For candidates with a Master's degree, no specific professional work experience is required. Candidates with a Bachelor's degree must have a minimum of two years of relevant professional experience in areas such as public sector procurement management, project development, finance management, accounting, auditing, or engineering.
