Project Analyst [Open to internal and external applicants]
Organizational Context
The United Nations Development Programme (UNDP) in the Philippines, in partnership with the Government of Australia and the Government of the Philippines, implements the Strengthening Institutions and Empowering Localities Against Disasters and Climate Change (SHIELD) Programme. This AUD20.6 million initiative (2021-2028) aims to enhance institutional and community resilience to climate change and natural hazards. The SHIELD Support Unit (SSU) manages programme interventions across three components, serving as the implementation arm of the SHIELD Consortium.
Job Purpose
The Project Analyst will provide crucial technical support to bridge evidence, policy, and practice within the SHIELD Programme. This role focuses on translating risk, climate, and development information into actionable plans and investments, contributing to enhanced resilience across all three programme components. The Analyst will facilitate collaboration among local government units, government agencies, the private sector, and civil society to implement inclusive resilience actions. They will also support national systems by assisting agencies in operationalizing policies and tools for climate and disaster resilience, and ensure scientific information is applied to update plans and implement practical, risk-informed interventions. The position reports to the UNDP Project Manager, contributing to effective integration and coordination across all programme activities.
Responsibilities
Provide technical advisory support for UNDP project outputs, including resilience financing and investment initiatives. Facilitate engagement with national government agencies and scientific institutions to strengthen climate and disaster risk governance, science-to-policy integration, and data-driven decision-making systems. Translate scientific outputs into policy recommendations and decision-support tools, ensuring alignment with national DRRM and resilience frameworks. Assist in project planning, implementation, and monitoring, including work plans, M&E frameworks, and results tracking. Identify and mitigate implementation risks, ensuring compliance with UNDP policies. Coordinate national-level stakeholders, including government agencies, scientific institutions, and consortium partners, facilitating multi-stakeholder platforms and partnerships. Develop knowledge products such as policy briefs and technical reports, ensuring information is accessible and actionable. Support budget planning, tracking, and financial monitoring, and manage consultants. Provide technical backstopping to subnational teams for localization and promote cross-component integration.
Work Experience
Applicants with a Master's degree require no professional work experience. Applicants with a Bachelor's degree need a minimum of two years of relevant professional experience in technical support for climate change, DRRM, or resilience programming; policy development; institutional coordination; or scientific/data systems, preferably with national government agencies or technical institutions.
